Also, I just thought up why it wouldn't be as powerful, since it is using a modified combine battery and not a large combine power source like the mounted version, it would have to charge super-capacitors to get the full effect of the mounted version.
The weapon was also modified to use less energy as once, giving it more rounds per clip as rebels tended to miss a few shots with all the recoil.
Though the charged shot is as powerful as the mounted version shot.

That addresses all the concerns I initially had of your idea. On a quick side note, I'd like to state that avoiding using other mods' content is imperative if we hope to keep all the cool stuff after steamworks. Otherwise OC will end up like the stripped down modern S.y.n.e.r.g.y.

The gun is much faster than a sniper, and hits even harder. The only way to survive is to crawl through a trench between the wrecked cars in front of it and climb up the side of the house.

I know, but after I beat that part of the level I always liked the way they looked and recently I was just browsing models in the SDK and found the model of the gun, after thinking about it enough I started coming up with these ideas.

A fully automatic plasma rifle would have to use low-damage projectiles to keep balance, so it would end up being a plasma SMG.
