I think hgrunt is just a modified combine with a new model
If yer curious about their animations, just check the combines

Not sure about the second one though =/

Look up hgrunt, there's 1 grunt model in there that isn't romka's you should be able to see. It has all the animations.

They'd look 100 percent better with citizen animations, don't you think so?

i think you have a point there. Making a citizen version of the hgrunt model would be AWSOME. Could it be that hard adding the citizen rig to romka's soldier?

How? I think they look better withe combine animations, if you used the Citizen animations their arms would clip threw their chest since there body is bigger then the citizens. They would be better off with combine animations, or new animations.
