Dedicated server performance issues

I set up a dedicated server on the citadel levels in the half-life 2 single player campaign. During a few fight scenes, things almost stopped moving. I checked the server stats, CPU usage was at about 30% however the "FPS" of the server dropped below 10. It was obvious then that the low fps was the problem. My question then is how can I increase the "FPS" of the dedicated server, and why isn't it using more CPU power to increase the "FPS"?

My laptop is connected via LAN cable to my router, I am also connected via cable. My friend connected over the adsl2 line. He experienced the same problem (bandwidth wasn't the issue).

I'm using my laptop as the server:
CPU: Centrino 1.73ghz
RAM: 512mb
OS: XP SP2

Our rates were set to:
rate 25000
cl_updaterate 60
cl_cmdrate 60

Software setup is minimal, nothing else was running at the time.

I was getting over 80fps on my desktop, it was most certainly net lag I experienced. Thanks in advance for any suggestions or ideas :D

Install Metamod:source ( http://www.sourcemm.net/ ) and then FPS boost ( http://forums.alliedmods.net/showthread.php?t=39223 )
oh, and dont set the tickrate higher than 66

Is there any kinda software to help the client as my computer is er well lets say for half life 2 it was just over the min requiments and for half life 2 ep 1 it was just there :) lol, so is there anything that can help my game?

Ok, I have a question, I know nothing about dedicated servers,
I wanted to check system specs.

The only real thing I've read is this...

I have an old p4 2.2ghz 512mb of ram desktop pc, the pc sort of works and I'm still trying to fix, there is something wrong with the m/b or it's agp slot, so I'm having trouble with getting it to display correctly, (I have tempremental g4 128mb ti4600 and a tnt2 32 mg card that I swop about trying to get it to work!. My questions is do you need some sort of gfx card to run servers or is it all cpu and ram intensive? I've got about a 3.5 mb adsl line which should be enough I've checked my upload speeds.

would it be ok as a small 4-6 man server?

That computer should be fast enough to handle one obsidian dedicated server, here is mine:

I have 17696 kBit/s download and 1183 kBit/s upload and can run a 6 slot server without lag, and still have enough resources for myself.
And the gfx card doesnt matter on a server, you can put in a old 2 mb pci card if you want XD
