HL2 and hl2 ep1 storyline

how do i create one of those ingame servers with these story lines when i go to create the maps arent tehre please halp?

You have to use the console
"changelevel ep1_citadel_01"

make sure you use sv_ep1searchpath and/or sv_ep2searchpath before changing, makes life easier
also:
HL:S aka HL1 begins with: c0a0
HL2 begins with: d1_trainstation_01
HL2:EP1 begins with: ep1_citadel_00
HL2:EP2 begins with: ep2_outland_01
they are all linked together via mapadd (at least the hl2 ones, with hl1 i'm not really sure)
