well true it's hard but your last words didn't make much sense too , but still understandable and i fully agree the only way would be Warez which we won't support, ever... (and i bet valve did some little tricks in the Mounting functions OC is using to pervent that )

they can, just need to get the ep1 and ep2 gcf's (decrypted), extract the content with gcf scape and put them correctly in the oc folder

i do that with ep2 and works but i got some bugged aminations
