Yeah the css snow looks best, especially when you have it dropping from the sky at night.

The snow I used was actually not made for CS, it was used originally in the Arctic area in the HL2 Beta.

Valve decided to bring the snow back for hl2 in an update, it was used afterwards in CSS Office.

I need to remember.. on a site there were material patches for mods but i forgot what it was called

and it was really great.
