That terminal is Guake, a drop-down console like you can find in many idTech shooters.
Here's one with it folded in:

I don't have one anymore, because I seldom looked at it. Usually just once after booting.
My Windows 7 Desktop is pretty much the default one, just with a smaller taskbar due to my small resolution.
