Its up to him.
The flashlight issue doesnt have anything to do with your card not being good enough to support it, its just a bug in the shader itself. If we recompiled the shader to work for all cards it would also break HDR lighting on it I believe and possibly break other things as well :o

What happens if I recolour the flashlight's .vtf? :? :)

I remember when i was in the beta team and when i shined the light on the roofs in oc_bunker it would look white coloured, but now its fixed and it mostly happens to me with props. he must have done a graphics change on it because this is what it actually looks like:
