Could anyone make the CS:S hands replace all the other existing hands? Like the CS:S hands replacing any Rebel hands, H.E.V hands, and others?

It's not as simple as you think. The hands are hard modeled into every view view model. They share a texture usually, but changing the model would require editing every single weapon model one at a time.

Basically what LT said, your best bet would probably be just reskinning some of the hands to look similar to CS:S hands.
