An Question About Game mounts

Ok ive been wondering that HL2 is not on the game mounts list so i wanted to ask can i play the HL2 campaign without having hl2 (i have hl2dm and gmod they give evrything hl2 execpt the campaign levels)
Is it even possible to play other games maps without having the game
