Is it possible to toggle it at all? (such as was done in megamonstermassacre for svencoop?)

Sure. Just make custom movement animations.

Speed is determined by the animation as Tundra said.

Damn, thought there would be some way to edit it in hammer.

Ah well, I guess it can't be that hard to increase some of the animation speeds. Cheers for the info.

Just up the FPS of the animation in the model's .qc file and compile it.

Decompiling tends to break the animation speed thanks to CFs incomplete model decompiler ;)
But still fixable.
