Is STEAM Needed for installing Obsidian Conflict ?
i dont have HL2 on Steam, but i have HL2 Retail moved from old
windows partition.
can i still play HL2 with Obsidian Conflict ?

Well, it isn't TECHNICALLY needed, i mean, it's entirely possible to hack the HL2 code to tie in with some other sort of program running a pseudosteam that also sends the proper signals to the central steam servers without tipping them off that there's something wrong that is able to cleanly integrate sourcemods such as obsidian as well.
Of course, I have no idea how one would go about doing it, nobody has done it yet (that i know of). Not to mention it'd probably violate some law or other.
So it may present you with some difficulties
So unless you want to go to great lengths to subvert steam... then yes, you do need steam.
