It's a mix of that actually. They were creating a new song but they wanted the lyrics to go along with Shiki as well.

I haven't even watched through Clannad to understand the significant meaning of this song (though I know it has a deep emotional tie to it), but this song is just so beautiful, and brings a couple tears to my eyes.
