oh uh you didnt know that the combine soldier is based entirely off the old grunt code did you. In fact it says right at the top of the code.
So tweak other than sounds and model? That would be pointless since they are both the same.
HL2 needed a soldier class, Valve basically just took the grunt from HL1 and gave it a new model. The rest is just Valves AI code like pathfinding etc which every npc uses.

Purpose: This is the soldier version of the combine, analogous to the HL1 grunt.

I hope they will be able to turn their heads just like they did in half-life1.
Thats the boring thing with combines , they are just looking at where their gun is pointing , shooting , and walking forward 1/5 of the time.
In half-life 1 , the grunts were hilarious to watch retreating when you badly injured them , "looking" for a place to go or just turn around.
