I don't think the sniper did less damage back in 1.23, you probably just missed the enemies due to the lack of lag compensation.
Only thing that confuses me about it is that if you zoom in, the laser still comes from the lower right corner which is looking somewhat weird. Guess it would be better having it either disabled (clientside) as long as you are zoomed in or letting the laser come from the middle.
