Portal seems to be more about using a portal gun to solve puzzles, while Prey focuses a lot more on combat.

well thats sort of 100% true but Valve still got the "see to other side before entering the portal" portal idea from prey and thats why its still somewhat a ripoff, but i didnt say it was a bad thing. just look at blizzard, they always use great ideas from other games, polish them to perfection in there own game and release another world best-seller hit . I hope Valve is moving in the same direction and start acting like Blizzard, my favourite company.(diablo,starcraft,warcraft,fallout ect)

wll, prey was the first to show this kined of tech in games, but Portal will be the first to make this tech dynamic, and well, portals like that were in movies and books for quite a long time, so I wouldn't say HumanHead made some thing special.
